The SOUP server is the Systech online update process tool.  This is provided by Systech to update and configure the routers provided by Systech.  Additional information can be found at Systech site on the actual product.  Installation guide is included here

Soup is command lines tools with a mysql database.

Config files are not validated prior to upload, if a wrong config is uploaded it can cause the device to stop working
